If everyone had to leave their posts at the power plant, then how long would it take for the power plant to shut down and stop producing power?

It would probably run as long as there was feed in the feed bins (coal) or as long as there was a supply of another fuel - such as natural gas...

...Unless there was a minor piece of instrumentation that failed, such as a level indicator in a sump, or a temperature controller...

Extremely minor glitches can cause a system to shut down...

Another thing would be if there was a fluctuation in the "demand" for the electricity being produced. If demand dropped off, there could probably be an issue that would cause a generator to trip, which would upset the system and could possibly shut things down.

when they are testing weapons in the area all personal leave and go to a safe area about 8 miles away.

If everyone would have to leave their posts in the middle of a shift, which would NEVER HAPPEN, but if it did, they would safely shut the units down, or put them in a safe mode before leaving.

And why would everyone need to leave?

This type of thing never happens. Why worry about it?
