No, they can not make you go home. The can make you leave the area. For example, if you are in an area that is for people over the age of 21 bars, clubs, casinos, etc. for example you have no reason to be there at 2:00 am since you are only 18.

You must always follow the directions of the police. If you feel they were wrong, you should file a complaint. There are good reasons for them to send someone home, both to their own home as well as their parents home if they live there. I would suspect that if you refused to go home they would take you to jail, at least until they found you were not guilty of something.
