He blamed a few groups. In "Mein Kampf", he blames the Jews and the French the most, but he also blames the "liberal media", the "international bankers", the "trade unionists", the "communists", etc.
In other words, pretty much everyone he eventually went after with the full force of German military might.

Communist and the Jews were the two main groups. Homosexuals and Gypsies were also high on his I don't like list but primarily focused on the Communist and the Jews. As a percentage of population the Gypsies were the most persecuted by the Germans and had the highest imprisonment and death rate in the German concentration camps.

Jews and communists. But Hitler had a wide array of "enemies"- among them gypsies, Freemasons, homosexuals, catholics, opposing political parties, the handicapped and mentally disabled and Slavs.
