What did the vet say? Was she healthy at her post-natal check-up? Anyway, you need to take her in ASAP and pick up formula for the puppies - they need to be fed every 2 hours. You also have to stimulate them so they'll eliminate if she's not doing that either.

Your female just isn't cut out to be a mother. Unless she is a champion show dog and has the potential to better her breed, she should be spayed.

This being her second litter, you should have been prepared that this could happen again. The vet should have told you what went wrong the first time. It could be anything from milk production issues, to inflamed mammaries, to canine eclampsia.

One thing you need to do i take her to the vets it sounds like an infection like women get after we have a baby, called Mastitis it can cause other problems IF you do not get her treated she can nurse an more than likely wants too, only she in PAIN.
also the pups nails front and back need to be trimmed and and filed they are cutting into her making it double agonizing for her.
Get her to the vet please they can help with getting these pups back to nursing but gotta get her to the vets and this stuff treated.

She is not a very good mother, lol, or she runs out of milk. Make sure you feed the babies formula with a bottle and spay your dog. She obviously doesn't want to be a mother and there are many unwanted puppies who die on the streets already.
