Meaning Miles O'Brien agrees with everything Al Gore says.

Like the Preacher in a church preaching to the Choir. The Choir already being believers in that church really aren't being swayed by what the preacher is saying.

The choir has heard it before and all are on board with what Al Gore says. The sinificance of the statement is that O'brien wants Gore to reach out to the rest of the world and help them come to the same understanding that the choir is currently understanding.

Preaching to the Choir means trying to convince someone who already believes what you're trying to convince them of. It's a waste of time, trying to sway someone to your side, when they already are.
