My dad is sick and is a really hard person to live with all other family has kicked him out i got his sister to take him temparaly but i have to do somthing soon. We are currently stationed in Germany but will pcs to the states in july.....Is there any thing i can do to get help right now with out having to bring him here to germany? like can you get BHA and COLA for him and then have him live with us when we get state side.....or what do i need to do now...Every thing is so confusing here, you get told to go one place and fill out this form but it is wronge and nobody knows what i need or can do or where i need to go. i am so frustrated!!! so if you know please help..

I have heard of this rather complex issue before here in Germany. I can tell by your question that you have already played "not my job...go here" game. Try calling military one source (00-800-3429-6477).

On Fort Meade's Website it gives these directions: Parent/Parent-in-Law: DD Form 137-3, which can be obtained from the ID Card Section, sponsor's birth certificate, if it is the sponsor's parent, spouse's birth certificate and marriage certificate, if the spouse's parent. If the parent has medical problems, a medical statement is required. If the sponsor is retired, retirement order or DD Form 214 is required in addition to the other document listed.

The AR that covers this is AR 600-8-14...good luck.

DEPENDENCY DETERMINATION
Dependency determination can be done for a child over the age of 21 years of age who is incapacitated; parents, and parent-in-laws, providing that the sponsor is supporting these dependents with at least 50% of their living expenses.
Incapacitated Child 21 years of age:
DD FORM 137-5-R which can be obtained from the Main Post ID Card Section (Building 41420, Rhea Avenue), Birth Certificate, Medical statement verifying that dependent’s medical incapacitation is permanent or temporary, Retirement orders (if sponsor is retired), letter from Social Security office verifying if child is receiving social security benefits, and, if so, whose social security number the benefits are being received under.

Have you talk to your Chain of Command about this yet? or been to Jag? I would start with Jag first they have all the forms you need to help you get started.
I know one of the things you will need is a letter from your father's Dr stating his medical condition and what the future medical will be.
My dad claimed my grandmother when I was 4 to help care for us, he was in the Air Force, and was able to travel all over world with us , she had an Id card ... when she became ill in 2002 my husband was going to try to put her in deers, and we were told of what we needed to do, sadly she passed before we could get everything we needed.
You being in Germany will NOT get any COLA or Housing allowance for your dad , you already get Cola , one thing you can do is... once you begin the process I know you will have to go to court to get Guardianship of your father, but you could always place him in a Nursing home until you return to the states.. you know he will have a place to stay and will be taken care of medically, I understand the fears people have due to abuse in Nursing homes , not are all bad , the one my grandmother was in when we were in Germany, was very nice and the staff was the reason I was able to come from Germany to FL since my mother refuse to send the red cross mess.. the Doc did .
It is something to think about, you could also ask for an early report date to where you are PCSing to.. easy as 4187 when asked why you can explain.
You may also want to contact a Lawyer when your father is right now , I was told we could get an emergency hearing to get Temp custody of my grandmother, start with Jag they should be able to assist you.

adding a parent as a dependent is very hard to do. you basically have to provide more than 50% of ALL his expenses for a minimum of 12 months(and declare him on your taxes) before you can petition to add him to your page 2/be entered into DEERS.

if you already get BAH due to being married, nothing will change as far as that goes. All that does change is that he would be allowed to be considered for bedroom entitlement purposes in MFH. You cannot get COLA for him if he is not SOFA sponsored..and I can promise you it won't happen if you are due to PCS in July. since you are already receiving OHA or are in base housing In Germany, you cannot get BAH for your father Stateside even if you WERE by some miracle able to add him to DEERS.

If you can add him, he will receive TRICARE on a Space A basis and get an ID card.

I'd set up an appointment with JAG and ask them what you need to do. I've seen it done before, but have never done it myself.

From my Navy experience...I would recommend in house reps-chain of command-minister...And What you are doing is gonna be difficult...but you are a good son and I am proud of you as we all should be.Good luck warrior.
