I don't think they are denying intelligent life anywhere in the universe. It is just very, very far away and we may never see it. I think they are more just searching for any type of life, such as bacteria and stuff.

We're not spending money to search for intelligent life. All we have to do is find a liberal Democrat and there's your intelligent life!
Okay, okay - enough of the wisecracks. It still is true - we are not spending money looking for intelligent life beyond our home planet. The technology we're using to investigate the rest of the universe happens to be capable of detecting certain signs we could reasonably suppose represented life from beyond, but if it did, that would be incidental. The great radio telescope in Puerto Rico, for instance, could probably detect incoming radio signals from a distant civilization, but that's not why we use that instrument.
Let's take your cat food analogy and amend it a bit: I don't own a cat but I keep kitty litter in my car. Why? Because I live in a climate in which winter is characterized by dreadful driving conditions, and if I get stuck in the ice and snow, I can shovel a couple scoops full of kitty litter under my tires and get moving again. If, in the process, I somehow discover a cat, that's just an added benefit. Um - well, maybe not; my wife's allergic to cats };^)

Have you ever thought the UFO's could be fallen angels coming down to earth because of the wars in the heavens?
The Bible says Satan, his fallen angels and demons will come down to us. Jesus said that in the latter days before His return that it will be like it was in the Days of Noah. Violence filled the earth and fallen angels were having children with female humans. DNA was known and animals and humans had their genes mixed and part animal and part humans lived on the earth. Mythology has a great deal of truth in it. Even Moses wrote about the giants in the earth.

My pleasure!

Billions spent on it?
If you mean things like finding life on Mars its just looking for life
Last I checked SETI's budget was not Billions

You made that up.

Infact i don't think i've ever heard of one administrative body that claims there is no such thing as intelligent life.

If you have, perhaps you should remember that there is no intelligent life AT THE MOMENT.

show me where we're spending BILLIONS to find life out there?...... projects like SETI, who ARE looking for life, get a measly couple MILLION to work from..... all your billions are being used to fund projects that will benefit us here on Earth once they come to fruition.....

Our government (U.S.) doesn't claim there is no intelligent life. If anything, they say they haven't yet found any, which is true.
