I was thinking the Digital IXUS 960 By Canon.
I need a very high quality one that gives great, crisp MEGA close up shots.
What do you think?

Probably a good choice. Just plan to set aside some quality time to READ & STUDY the Owner's Manual for the camera. IMO 95% of the questions asked in here and in Photography are asked by people who failed to read the Owner's Manual and are thoroughly confused. There are also plenty of on-line tutorials that will help you master your camera.

A camera is just a tool for which the photographer work on. Great photo are made by good photographer. A novice could have a $8000 camera and $2000 lens, but I'd bet that they won't take one good shoot out of 1000 picture they take, while a good and experienced photographer can take a great photo with a $200 camera because they know how to compose and how photography work.

That being said... I think the camera you're looking for is a pretty good one for you, but I also think that you should learn a lot about photography. Well, you don't have to attend to a class or something, but just learn the principles from the Internet and learn how to compose, and you'll be surprised of how much improvement you can make.

There's no such thing as "best".

What you have to do is decide what you're going to do with a camera, decide on a budget, then try/buy the "best" for yourself.

For example, I have a DV camera, which can also take stills, though not of the highest quality. My wife chose a still camera, because she's not interested in video.
