Nobody can MAKE you do it. But your teacher could sure make it rough on you if you don't. If you already apologized, then why not do it again. If there's no need to, don't rock the boat.

I'm all for humilating naughty children and bullies. Let them know it feels. Did you do this deed in front of the class? Then you need to apologize in front of everyone, as the person felt humiliated.
Your teacher is teaching the whole class a lesson that this behaviour is unacceptable.

There's no law about how you should and should not enforce good manners. Good manners, and the enforcement of them, is a personal opinion.
Does the person who you were rude to think a public apology is OTT? If so that may make a slight difference to my opinion.
Get over it, respect the authority of your teacher and do as you are told!
