Can some one tell me in detail what jamie said.

there are many reason why you can't open a file...
1. there is no installed software to open such type of file extension. e.g. you can't open a pdf file unless you installed an adobe acrobat reader

2. some user accounts in your system put an encryption on the file...to check this, right-click the file, choose the properties option and see if it is encrypted.

3. the file was corrupted maybe caused by a virus or software malfunctions

The "File Associations" are messed up in Windows. For example:

Windows XP, by default, opens JPG files using the Windows Picture and Fax Viewer. When you install other photo programs, they often change the "file associations" in Windows. Adobe Photoshop Album Starter 3.0 is an example.

To change the File Association, right-click on any JPG and choose "Open With >". Then click on "Choose Program..." Choose the Windows Picture and Fax Viewer, then Check the "Always use this program to open this kind of file." Box, then OK. Now, Windows will use that app every time you double-click on a JPG, as it did when first installed.

For other file types (extensions), you must identify the program that created them first. To identify the file type AND the program needed to open it, go to:

there are a few ways such as saving a batch file which would tie into the registry and disable the filetype to be opened also you can use vbscript and create or download a script which will have a message.
