decorating?

I want to emulsion the walls in my front room
At present they are wallpapered.They are in good condition.
Can I emulsion over the paper. I understand I cannot paint over vinyl. How do I know if the paper is vinyl?

remove the paper for the best results. it might not be in such good shape once it gets wet with the paint.
