I leave out the tomatoes because I just do not prefer them in this recipe.

INGREDIENTS:
3 tablespoons butter or oil
1 1/2 pounds round or flank steak
1 1/2 cups thinly sliced onion
1 cup diced celery
2 cups canned tomatoes, chopped
1 1/2 teaspoons salt
1/2 teaspoon ground black pepper
1 teaspoon sugar
2 bay leaves
3 large green bell pepper
1 1/2 teaspoons cornstarch
2 teaspoons soy sauce
1/4 cup cold water
PREPARATION:
Heat butter over medium high heat, brown meat, which has been cut into 1/4-inch wide strips. Brown the meat in 2 or 3 batches so that each batch just covers the bottom of the skillet without crowding. Remove meat and set aside. Reduce heat, saute onions for 5 minutes. Return meat to skillet, add remaining ingredients except peppers, cornstarch, soy sauce and water. Add peppers, which have been seeded and cut in 1/2-inch strips, simmer covered for 10 minutes. Blend cornstarch, soy sauce and water in small dish; stir into meat mixture. Cook until thick and clear, about 1 minute.
Pepper steaks serve 6.

I COOK MINE IN THE OVEN with lid on at 300 degrees about 2 hours or until meat is very tender. Be sure you keep enough liquid in. Do not add cornstarch blend until meat is tender.

The key to making any type of meat really tender is not the method used to cook it. It is actually the way it is treated prior to cooking. Using a marinade will ensure that meat is tender. The marinade will break down the fibrous tissues in the meat and prevent the meat from becoming tough.
The other answers are also somewhat correct, because the slower you cook meat, the less likely you are to overcook it.

slow cooker. For a roast
1 can mushroom soup
1 pack dry gravy mix
1 cup water
1 pack dry onion soup
mix together and pour over the roast cook on low for at least 8 hours. It will be so tender it will fall apart. Throw in some veggies if you want.

1. Buy the best beef - ask your butcher.
2. Marinate tougher cuts, again, ask the butcher.
3. Cook using appropriate heat; braise, broil, grill, or boil.
4. Slice thin!

Marinate first in a mix of water,soy sauce and spices... cover with a bag! in the frig... over night. then oven roast at 300 degrees fore say two hours... till done can slice with knife easily cook with sliced up carrots,celery and onion for more flavor...I say over 4 pounds!

Brown it on both sides then place in a heavy pot with about an inch of water, cover and cook on low heat for about 90minutes. (the time will vary with the thickness and cut of meat.)

Crockpot with beef broth.... put it on slow and return many hours later

use pressure cooker...after boiling,lower down the fire...check after 1 hour...when boiling don't use plain water..better use beef broth and add spices to add flavor.

put it in a crock pot and let it cook all day it will literally fall apart.
