I agree with "You wanna know". It is a machine, the tattoo shop I hang out at all the time (my buddy is an artist) used to give me sh*t about calling it a gun. However, you should just buy one or talk to someone who knows how to get one because making your own is not as reliable as buying one already made. And you don't need one unless you are planning on tattooing. If you are planning on tattooing then go to a shop and get an apprentice job. They will teach you everything that you need to know and the correct and safe way to do it....

It is actually called a tattoo machine. You shoot with guns, you give tattoos with a machine. The shop I go to always tells me that. I would recommend talking to a pro about this. Maybe a tattoo artist would give you better advice than yahoo answer.
