Felons have no privacy rights regarding their crime. Crime is open to public knowledge. The information is usually kept in Clerk of Court and is available for public consumption. I think even the Clerk can charge a minimal fee, not sure. As far as searching background checks on the internet, well, that's strictly about making money off of you.
