It is illustration! Why didn't anyone else know that? Could be known as poster art as well.

The illustration is a digital collage. Its design was inspired by a combination of the face from the painting Fidelity by Jean Baptiste Greuze and the body from the painting Saint Catherine of Alexandria by Raphael.

Raphael was a painter in the Classical Renaissance style and Greuse was a late 19th c. painter known for his titillating depictions of young girls - the image that results is a mix of the two!

The type in the title is definitely art noveau - A possible interpretation of the painting style is a fusion - the colors and definition of the victorian illustrative style and the perspective/subject matter/colors of the Proto-Rennaissance fresco.

Compare the the agonized angels in this this fresco by Giotto- http://www.ibiblio.org/wm/paint/auth/giotto/mourning-christ/mourning-christ.jpg

And this typical victorian style cherub

French isn't an art-form :)
and
That isn't art ... well maybe you could call it eclecticism, New art nouveau. It is a composite of several pieces.
