File a lost / stolen tag report with the police tonight! Tomorrow take your registration card (and the front tag if applicable) along with the police report number and your insurance information to DMV, and get a replacement tag.

i woudl notify the dmv, and follow their instructions. in the meanwhile, move your front license plate to the back. it is illegal to not have plates, but most cops will look for plates when they are behind you, not going the opposite way across the road. dont worry too much, the license plates have to match the car, so if somone had good enough eyes to see the evil-doer-with-your-plates's license plate, they will also see the car's color, shape, make, etc. when they tell teh police, the car probably wont match your plates.
