I just asked this ?. BUT I neglected to say that their is a leash law and the dog is owned buy a county cop. And talking to him or his superiors could only invite trouble. And labs are good diggers so an enclosure might not work.

you can also call the dog catchers after the cop pays a few fines he may put up a fence ( the dog catcher can not legally disclose who called)

If this dog is getting into your trash and other neighbor's trash--take picture's--have the neighbor's do the same.

To avoid having a dog dig into your yard (if the dog is fenced in on the otherside) you would need to dig so many inches on the other side of the fence and put concrete in there. The other thing would be to attach 2x4 lumber on your side of his fence.

If the cop isn't willing to listen then you need to do what's needed to be done. He can be reported without him knowing it's you or any of the other neighbors.

Ever hear of using a pay phone and stating you were at a friends house and all you heard was a dog digging at the other side of the fence? Then you stated, I asked the home owner if they ever complained and the response you received was "I can't compain because he's a cop?

The Law is the Law but, make your complaints to this cop, his superiors and better yet, when no results happen--take it to the newpaper or local news channels.

just call animal control you do not have to give your name and they well put a note on his door then is is there trouble to deal with him who carrys he is a country cop he still has to fellow the law if anything he should know better casue he knows the law

but that is just my 2 cents

If you don't feel comfortable talking to the owner, then call animal control. You dont have to give your information when reporting to them.
