It doesn't. And you won't find it in Scripture.
Unfortunately only the cult of modern American Protestantism uses such nebulous terminology...usually out of ignorance, but that can be forgiven. That's the kind of "easy, cheap grace" that they are spoon-fed by televangelists and pastors who quite frankly don't know any better because their modern seminaries are just as vacuous.

Observe Roman 10:9 and 10. The differnce is one of speed. verbal committment of confession wityh other people. Alter calls . These above verses are used as alter calls to rwch all sorts of uncommitted people that are uncertain, perhaps have a part confidence in Christ . The impartation of the holy Spirit is our personal guide for eac of us as Jesu Christ described. Also spoken of as teh comforter being the indwelling presence of the. Holy Spirit within us. When you read Romans 10: 9 and 10 you will understand. In his ministry people already knew his name, believed on his name a minimal salvation thing. The comforter will come. I must go Jesus said so he may come. The spirit is also able outside us in other manifested ways. Knowledge of the name does not mean one is in Christ and or born of the spirit of God . The surety of verbal committmenst as will abide within us is the key points some churches emphasize. This humbles a bekliever and they can grow in grace and knowledge of the bible faster. Similar to imparting the holy Spirit or laying ion lf hands in the porbytery to heal as well. The verbal repeat form of read missles in cathlicism allows speach and verbal confession to be made. This is what you perhaps assume in other churches. Praise and prayer are at times spoken by the congregation but not all the sevice. So the structure differs much. Confession that Jesus Chris died for you and arose again is the committemnbt necessary in those verses. The bible further sates that if you confess me for men I wil confess you before my Father in Heaven. So someone may attend without the verbal committement.

Believe : "That if you confess with your mouth, 'Jesus is Lord,' and believe in your heart that God raised him from the dead, you will be saved." Romans 10:9
You must believe that without a doubt Jesus Christ is the son of the living God and that Jesus died on the cross for your sins. It’s not just enough for your parents to believe it, or for you to just say you believe it, but you must really believe it. You must believe it so much that if someone were to put you in jail if you said you believe it, that you would be willing to be put in jail.
Confess : “If we confess our sins, he is faithful and just and will forgive us our sins and purify us from all unrighteousness.” I John 1:9
The Bible says that we have all sinned and fell short of the glory of God (Romans 3:23) . Yes, this means even you!! You must admit to God that you are a sinner and confess to him your sins.
Repent : “Repent, then, and turn to God, so that your sins may be wiped out, that times of refreshing may come from the Lord” Acts 3:19
When you repent, you turn away from your sins (1 Thessalonians 1:9).

It doesn't. That's a phrase popularized by evangelists in the late twentieth century. Goes over better than "confess and repent", which sounds a bit like maybe you have something to confess and repent, which means you have a problem, which no one wants to hear much less admit.

It says..."Repent and believe the gospel".
In fact, Jesus said....your salvation depends on you BECOMING A SON OF GOD.....by being born OF GOD.
"But as many as received him (Jesus), TO THEM he gave the power to become the Sons of God, even to them that believe in his name, which were born.... not of the will of the flesh, nor of the will of man, but were born of God"- (John 1:12)
