If your spouse to be is a Catholic from the diocese, then yes, you may be married there. If neither of you is a Catholic of the diocese (and generally a member of the parish as well), then no, you may not.

Contrary to an earlier answer, you do not have to reconcile to the Church in order to marry a Catholic. You will have to attend the same premarital counseling required of all who wish to marry within the Church. But your freedom of conscience is yours, and you are not required to assent to the authority of the Church.....though it is better that both husband and wife are not divided on religious grounds.

Not only do you have to be a Catholic, but a member of the Diocese of New Orleans.

If it is a Catholic church then yes you do. Also, if you are marrying a catholic then a catholic priest won't marry you unless you convert to Catholocism(spelling?).
