I have the full time 4WD system on my 97' Grand Cherokee and have been up to 100, I don't recommend it but I had to try,
As for the Part Time 4WD system it is the same answer....any safe driving speed, in fact the part time 4WD would be better suited for high speed driving since it acts as 2WD until it senses a wheel "slip" and then will engage the 4WD.

It probably depends on the year. Older means you may need to lock out the front hubs. There will be a "knob" in the center of each front wheel. Turn it from the "free" position to "locked." Then inside the vehicle, there is a gear shift lever that would indicate 2 High, 4 High, and 4 Low. Probably select 2 High unless you are going in REALLY rough terrain. My Nissan has instructions on the visor as to what gear shift position is what mode of 4 wheel drive. You may also watch for a dash light indicator as you move the 4WD shifter. Our Blazer is much simpler, and newer, it just has two buttons on the dash. One for 2WD and one for 4WD. There are small lights in each button so you know which is activated. Hope these thoughts help.

You can do whatever you want in fulltime 4WD. Part time 4WD should ONLY be used on slippery road surfaces, since it basically locks all four wheels into power position. That ain't good when you try to turn a corner on dry pavement, since the wheel with the shorter turn radius is going to try to turn more than it should.

I agree with no limits because the 1996 jeep has 4 wheel drive on always no 2 wheel drive to change into.

No limits in fulltime mode. Part time should be used only on low traction surfaces, such as snow and ice or in off-roading conditions. Your owners manual should provide more information such as recommended speeds in the various modes. Hope this helps.

You can safely get up to about 60 in 4 high - thats pretty fast for bad conditions
4 low - well just try it out it's pretty jerky at any speed

when running in 4wd you should not exceed 35-40 mph. The owners manual will tell you for sure.
In 2wd you can drive regular speeds.
