I'll assume you are running Windows XP (Home or Pro). The easy economical way of resizing images would be to use that age old Windows application - MS Paint or Paintbrush (as some might refer to it as). As long as your pictures are either JPEG or Bitmap (BMP) you can use MS Paint.

You can open MS Paint simply by going to:

START MENU | PROGRAM FILES | ACCESSORIES | PAINT

or for the run command guru's out there:

START MENU | RUN | type mspaint and click ok

With your image open in MS Paint select the "Stretch/Skew" option under the IMAGE toolbar and select your manipulation by percentage.

The resolution your listed is not to scale. You may consider a different resolution.

You said the original resolution is 1068x968. Did you mean 1024x768, perhaps? 1024x768 -> 512x384 is a reduction of 50%.

Hope this helps.

PS: Microsoft Picture Viewer is not an image editing application. It allows you to view the images only. You can select the edit option within Picture Viewer and it will launch the image in MS Paint.
