Yes, Prophets were sent by One Supreme God with different scriptures. The difference between people has happened because the only scripture left unchanged is the Quran. All other scriptures have been revised. The proof of this is when you take different Bibles from different times or even different publications, you will see they are not the same. Same for the Torah, it has been edited. However, if you take a Quran from 1000 years ago and one from now, you will see that the wording is the same.

There could be several reasons:
1. People partially lost the scripture and rewrote it [example: Ezra after the Babylonian captivity].
2. People changed the scriptures when they translated it and the original was lost.
3. God emphasized different things in different cultures, while maintaining that there is only one God.
4. Both secular and religious laws evolve over time.
5. God changed laws because the old laws were no longer applicable, as the circumstances had changed.
6. People interpret wrongly or use other scriptures (to interpret) which God did not reveal.
7. People confuse allegorical with the literal and vice versa.

When you TRULY believe in God... then you know that everything happens because of His Will.
But to answer your question about why are different things are sent to different people, is because there are MORE than ONE way to find God... Even more so.. there are many MORE ways that are accepted.
