If by "Devil" you mean your own MIND... then yes, your MIND can make you do whatever it needs you to do.

In other words, your MIND can feed the Left-hemisphere of your brain any thoughts that your MIND needs you to attend to, and it follows with additional Delusional Thoughts that rationalize, justify, and excuse the action it has you take.

The other way in which your MIND can "make" you do some action is by "impulse". But no action is arbitrary or capricious in that every action one takes must be congruent with and is determined by ones Fate Karma. Of course, you may not believe in Fate Karma? But, like life, death, and aging, Karma does not depend upon ones belief in it. It works as an Absolute Reality whether one believes in it.... or not.

If you mean, as this thought regarding the Devil making one do something is usually intended, that something negative outside of oneself can cause one to do some act... no, this is a mistaken notion. The only possibility would be if one were possessed by an entity, and has so given over ones MIND to the entity that the entity acts out its own desires using ones own body. This would be theoretically possible, but most unlikely. Since someone so possessed would hardly be capable of rational behavior and would be confined for self-protection.

The impetus for a specific action must be within oneself, and some ability to do the act must be in ones experience in order for one to do the act. If however ones conscience will not allow one to do such an act, then nothing can "make" one do it.... depending upon how strongly attached to ones "conscience" one is?

The saying seems plausible only because there are so many "Unknowns" operating within Man.

I have had some odd experinces in the past that have actually made me wonder if the Devil really make you do things. I done things at the time that was completely out of character for me. I lied, stole, and was a complete hypocrit to everything that I generally practice. I was scared, because I was aware of what I was doing was wrong, and that there would be karmic repercussions, but it was as if something or someone else was controling my words and actions.
Its not that I didn't want to accept blame for my actions, I did and do, because it was my mouth that was speaking it was my hands that was grabbing. I was ready to check myself in to the hospital, until my little brother told me one day that he noticed a black shadowy figure that was following me and sometimes it looked as if he was playing "puppet master."
That scared the hell out of me, because he was white and all shaking and stuff, and that isn't my big little brother, you know.
So I done a cleansing spell, casted a protective circle, and prayed really hard. I think that was when my beliefs began to develop into how they are today.

....trouble is, sometimes we don't really want a way out!
