I've raised 4 very healthy children on the demand method. Sticking to 4 oz. every four hours caused my sister-in -laws child to be malnourished. My six month old was as big as her three year old. Feed on demand. None of my children ended up obese either, hers did. (She's 35 now)

Skip the rice. It might cause an allergy, and also, it's basically just sugar. Formula already contains enough sugar, so adding rice just changes the balance of fat and protein to sugar.
Feed "on demand" which means - let him drink as much as he wants until he feels full. Don't stop him from feeding. And when he stops eating, don't jiggle the bottle in his mouth or try to get him to finish the last little bit of liquid.
This way, he will eat just the right amount for what he needs.

He is way to young to start rice cereal. I'm guessing they are telling you to do this because of spitting up or reflex. My four week old is on 2 1/2 to 3 oz. of formula or breast milk every 2 to 4 hours on demand (when hungry). He has acid reflex and I sit him up completely to drink a bottle and burp every 15 ml. Keep the baby elevated(sitting up for at least 20-30 minutes after eating. That will help spitting up and reflex. I wouldn't start rice cereal for a while.

a month old is MUCH too young for rice - wait till 12 - 14 weeks.
Who is "they"?
At 4 weeks, on formula, I'd expect him to be wanting between 6 and 8 bottles a day, probably nowhere near as much as 40z at a time yet. Check what it says on the tin.
Ask your midwife or health visitor, or a neighbour or relative that actually knows what s/he's doing with a newborn. Failing that, email me for answers.
Oh, and ignore the "experts" who'll tell you to breastfeed him till he's 6yo, they're barmy.

Okay and remember I am but a man here. It seems to me that my three kids ate pretty much when he wanted to at that age. If the doctor says the baby is okay I would just go ahead and feed him as he gets hungry. It's very important for one at that age to get the nourishment he needs. He'll let you know one way or another when he's full.

try a 6oz bottle and they say every 4 hours but I gave it to them when ever they wanted one
