Justin from Turbo is the youngest Ranger there has been :)

Justin Stewart from Power Rangers Turbo was the youngest at 11 years old. He joined the Rangers during the Turbo movie after Rocky hurt his back training for a competition. It was by accident that Justin found out about the Rangers, since he was under the bed when they teleported out after receiving a message from Zordon.
