No, unless you're in direct physical danger you cannot touch him, no other way self defense applies, and what you're talking about is assault or attempted murder, depending on how badly he gets hurt.

You will need to do some preparation work. Wait for him, wear a mask and gloves, best if there is no exposed skin. Blind side him! Forget the chain, use a baseball bat!

First hit, back of the head (HARD!) Knock the sucker out, work on the ribs for a while, then take the bat to his hands.

This is important: After the beat down, burn the bat and all of the clothes you had on during the attack, NEVER tell anyone you did the deed (not even friends and relatives).

Hit late at night, bring no witnesses, prefer end of dead end road with no houses visible.

Do all of this and you have a 50% chance of getting away clean. Screw up in even the slightest detail, and you are going down for premeditated assault.

I know where you are coming from, I hate thieves too!

No, you should really call a police.

ANd if you do beat down a robber, you might just end up in jail too.

Whether it is legal or not, it certainly is moral. He deserves it. The neighbors should lie in wait and beat him to a bloody pulp, strip him naked, drive him to the hood, and dump him in a ditch. In some states it is legal to use deadly force when you feel threatened, so you would need to check your state's individual laws.

you can do whatever necessary to restrain him/her while making a citizens arrest. You can't beat him down however. There are laws to protect you from charges being placed on you if you are attempting to arrest him.

the only time you can hurt somebody and not get in trouble is when you kill somebody in your house when they come to hurt or rob you.

FALL UNDER CITIZENS ARREST. BUT WHAT YOU ARE DOING SHOULD BE LEFT TO UNDERCOVER OFFICERS.
NEVER KNOW WHO IS CARRYING WHAT AND WHEN??
