that's either Japanese or Chinese. It's quite possibly both, as both languages use this writing system (Kanji).
I have no idea what it means, though. Sorry :(

It's Chinese. I ran this through Google translator
and the word "failure" came up every time.
So it most likely means "failure".

It's in Chinese.
It means "to fail" [as a verb] or "failure(s)" [as a noun].
shi bai = pronunciation.
