By being a mentor to youth in high risk groups. Get young people that would be going to prision go to a treatment center instead. Also by supporting movements to increase awareness amound younger children.

Addictions is a MEDICAL issue and should be treated as such.
Law enforcement provides consequences, the ONLY known cure for addictions. The greatest consequence is death but you'll be cured. (This should not be seen as effective treatment however.)
Law enforcement has been called upon to handle TWO major illnesses in our society. Drug addiction and OTHER mental illnesses. It is an unfair burden on law enforcement who are not trained to handle the issues. Also, punishing someone for being ill is barbaric, but still we do it.
Addiction is OFTEN the result of un-treated mental illness. If you recall in the early 80thies mental health treatment centers were CLOSED and the populations were dumped on the streets. Research all but stopped and we are way behind in this health crisis. (This was done under Reagan/Bush)
Law enforcement was then left to deal with the aftermath and prisons became torture chambers for the mentally ill.
Could you imagine being put in jail for having diabetes? After all, your very diet contributed to your disease but you kept eating an unsafe diet. It's off to jail for you!!

Ah..... I see you got the question rephrased so I can understand what is your question. It decreases drug addiction by providing a deterrent (fear of punishment). It also can decrease addiction by reducing the supply and suppliers, making it more difficult to be able to get the drugs and become addicted. If you are caught using drugs, law enforcement will put you in a rehab and remove your addiction for you - and/or put you in jail.

When a drug addict (junkie) is arrested, s/he will be given a chance to dry out. Depending what state you are in, this may be a detox program, or cold turkey. This gives you an opportunity to stop when you get out, or at least lessens your habit for a while.

Possibly getting busted will be the path to a court judge sentencing the addict to AA meeting and the person realizes this is the better direction for their life.

Without drug rehab programs for those who go to jail who are addicted, it doesn't help. I think they need programs mandatory who addicted inmates. I would like to see more programs that aren't Christian-specific, a lot of people aren't Christian.
