erm im getting confused now :(. It is for entry in to a college and it says on the website that applicants must be under 18 on the 01.09.08(i turn 18 on july 30th) in order to enroll for the two year course(i will still only be 19 when i leave)

in my opinion u can be 18.

If it says 18 and under, you can be 18 and still do it.
If it says under 18, then it's not an option to an 18-year old.
