Now, call your Vet and ask him/her. S/he is your best judge of whether or not it's time to bring your dog in for emergency surgery.

DEPENDING ON THE DOGS SIZE AND HOW MANY PUPPIES SHE HAS INSIDE , SHE COULD BE IN LABOR AND DELIEVERING PUPS ANY WHERE FROM 1 TO 8 HRS. IF SHE HAS ALREADY HAD ONE PUP IT CAN TAKE UP TO 1 1/2 TO 2 HRS TO HAVE THE NEXT ONE. IF SHE IS CRING OR BLEEDING AND NOT HAVING PUPS, SHE MAY NEED TO GO TO THE VET, THE PUPS MAYBE TO BIG FOR HER TO HAVE IF A LARGE DOG THAN HER BREEDS HER.

This can vary but once the water breaks and between pups you should nevr go more than 1 hour before thaking them to the vets.
