Where there is a one way street going the other way so that if you turned left, you'd be going down it the wrong way.

Traffic Engineers put up No Left Turn signs to keep traffic moving. A left turning vehicle on a two lane road, for example would stop all traffic until the vehicle could safely turn. Lots of other places, too, in order to keep traffic moving.

I have seen no left turn signs for specific hours of the day in order to keep traffic flowing smoothly during rush hour.

i've seen them when a private drive is near the crest of a hill. you would not see the car turning left until you were on top of it.
