That is difficult to answer, without knowing exactly what the illegal act is.
The next step would be the prosecuting attorney, but he would probably excuse himself and refer it to another county.
The way you describe it, sounds like he is just being a character reference for someone. That is not illegal.

You can complain to a County, State, or Federal Authority.
What you are talking about, while maybe a minor ethics violation, does not really sound serious enough to call him a "dirty cop", however.

Depending on how deep this is going to go I would write a letter to the attorney general of your state with as much evidence that you have.. they will go to internal affairs who will have to check out the evidence. If this stuff is legit it will all come out eventually.

Sounds like sour grapes to me, you damn sure better know what your talking about. Filing false complaints can get you sued. A false report can get you arrested. Is he doing something Illegal or just something you don't like.
