They are not listening to you because there are no consequences for them not listening. Yelling is pointless. Ask them once, quietly. If nothing happens, ask them again, specifying what is going to happen if they do not comply. If nothing happens, take the action you specified, no matter what! Do not yell at any time. Consistency is the key here.

Turn the TV off when you have something to say to them. Start a rewards program and have a chores and responsibilities chart. When they are good, listen and complete chores, give them a coupon or certificate for so many minutes of television watching(or some other activity they really enjoy) Have your chores and responsibilities on it too so they can appreciate how much you really do. When they don't listen, have them write sentences of what they were supposed to do.
Video tape them and show them what they really look like.
It will take time for a rewards program to work, but it's worth it!
Also, I have a hidden stash of M&M's and Jelly Belly jelly beans behind the coffee when I need a stress reliever.

They're a little old for time out you might try taking privileges away, things like TV, video games, computer time, you get the idea. Be sure to notice when they are good and praise them for getting along. Its just as important to catch them being good as it is to catch them being bad. They need consequences for bad behavior but they also need rewards for good behavior.Yelling and spanking is usually a bad plan. Its makes your kids scared and resentful of you. With their ages they are probably not going to get along very well for several years. Its just the way siblings are.Your best bet is to teach them how to compromise and resolve their conflicts peacefully. Also try this website: www.askdrsears.com They have a lot of good advice on everything relating to child care.Good luck.

Tell them that there are rewards for good listening and behavior. Make the reward look good or else they will not behave because they aren't interested in what you offered. Think of something they would like. Like a video game. Dont give them stupid little stuffed animals or other ****. Offer them something that is popular among young kids.

Being a mom is one of the hardest jobs in the WORLD. Here's the thing -- as you KNOW -- screaming is not working -- it just adds to the fire of fighting.....it WILL NOT WORK. You know your kids. You need to figure out a way to sit down with them BOTH and TALK -- not scream at them.....explain to them how it is causing stress. You screaming at them (and I totally totally understand your frustration) -- it's only adding fuel to the fire. Believe it or not -- one day, you will look back on what you "survived" and laugh -- trust me on this one. Tell them you'll stop screaming if they can try to get along. Your screaming is stressing them out too --- make deals, use psychology....I don't know your kids so it's hard to answer not knowing their personalities. But get creative....somehow.

Reward the one that is being good, the other will then try its hardest to also get a reward, should work short term.
However long term you do not want to reward them for something they should be doing anyway, so i'd say simply put the one who is misbehaving in its room ?
Sorry im not much help.

Kids are like dogs, you have to instill respect in them, even if it means they don't "like" you as much. Ultimately respect defines love. A dog that is yelled at by his master when he does bad and punished, and is also rewarded when he does well will respect the owner. If the owner says noo noo boy noo, in a soft voice, the dog will never respect the owner. Same goes for kids.

I like the corner, works for my 6 and 4 yr olds. They hate being in the corner and hearing the fun going on behind them. The length of time increases each time they act up.

You can put a sheet of paper on the fridge and when one is bad or good give them a mark. At the end of the day the one that is the best gets a treat. In general kids want to be good. If they are bad show them your keeping score! Tell, them your going to eat the treat if they are bad. Eat it if you have to!
