If IRS is garnishing your wages for unpaid IRS taxes, and you are due a refund on your tax return, you will not receive the money it will be offset to pay your debt with the IRS. If you owe Child support the money will be offset to the Attorney General.

If the garnishment is taxes, no, any refund would go towards the taxes owed.

If the garnishment is for something else, it will depend on whether FMS is aware they need to withhold the money.

This is from the guide to filing federal income tax, IRS publication 17:

"Offset against debts. If you are due a refund but have not paid certain amounts you owe, all or part of your refund may be used to pay all or part of the past-due amount. This includes past-due federal income tax, other federal debts (such as student loans), state income tax, and child and spousal support payments. You will be notified if the refund you claimed has been offset against your debts."

It doesn't specifically mention garnishment but if you still owe them they are likely going to apply your refund against your outstanding debt.

It depends. Your tax refund can be seized for back taxes, defaulted student loans, and overdue child support. If you are being garnished for some other reason, then no it won't affect your tax refund, you will get to keep it.
