I just downloaded Java onto my computer (It is now an icon on my taskbar) and was wondering if it is a safe program to have. I wanted to see some kind of streaming video and I had to have Java in order to see it.

Also, I downloaded it for the screen I needed to see but it doesn't start up everytime I'm on the computer, only when I'm on that particular screen. How can I get it to operate all the time.

Java is a programming language; it is as safe as other languages (meaning if people write code to damage your computer; it can, but is not inherently worse than other languages). What you downloaded was undoubtedly the latest JRE (that is, Java Runtime Environment). It is basically the interpreter that allows Java code (different from JavaScript, a scripting language only used in websites) to run on your computer. It just lets you run programs written in Java. What you see in your taskbar is the Java automatic updater, which is like any automatic updater - it checks periodically for updates to it's software (in this case, the JRE). It is perfectly safe, however if you don't want it to run, just open Start>Run, type msconfig and look in the Startup tab. Uncheck the entry related to Java.

Java is safe. The dialog just came up saying that you should make sure the files are safe before downloading them, as executable files could potentially be viruses or worse.

Java is perfectly safe. It is also a necessary program to run in the background (which is does automatically).
Java will also update its self with automatic updates.
Keep the Java.

Of course it is safe.
Java is just a runtime framework for Java programs, very useful.
Just keep it updated when it prompts you.

Absolutely safe. If you're worried about the site from which you downloaded it, scan the file with your antivirus program.

Safe, yes, but it can slow down your PC. Personally, I'd uninstall it after you have finished watching the video.
