well yeah if you dont want to hurt them. a BB gun wont penetrate a squirrel much less a raccoon i had a daisy air power one once that shot BBs and pellets and it never even broke the skin on a squirrel so i dont think i would hurt a raccoon as for weather or not its legal, that depends on where you are but most states say you cant. however you get a silencer for a gun and then shoot it and no one knows it happened thats your raccoon problem gone with no trouble. what i do is i have a live trap and i catch them with cat food and let them go about a mile up the road but that doesnt always solve the problem because alot of the time they come back.

You are only going to make them mad and a full grown coon can take on a dog....They are pretty mean...At least a .22 cal....
Also remember that racoons are one of the most common carriers of rabies...So don't get bitten!!!
