During a caution the lead lap cars line up on the outside in order, first thru whatever.

The cars one or more laps down line up in their running order on the inside.

Tail end of the longest line means lining up in the longest line, either inside or outside at the end.

If there are more cars on the lead lap then there are cars one or more laps down then you go to the end of that line (outside)and conversely go to the end of the inside line if more cars are down a lap.

During a caution, lead lap cars line up on the outside line and the cars down one lap or more line up on the inside. The cars that are penalized for whatever reason are forced to start at the tail of the longest line which is determined by whichever of the two lines has more cars in it. Some infractions that could cause this penalty are speeding down or off of pit road, leaving the pit box with equipment from the stop, and/or not having your whole car inside of your own pit box...but these are not the only penalties that could cause this).

If a driver gets penalized and set to the longest line.

They get sent to the Lap down cars(usually on the inside) line or the lead lap cars line. Whatever one happens to be the longest that car will go to the end of that line, and restart there.

"Tail end of the longest line" is for a penalty usually on a pit stop during the caution period. The guilty party has to go to the end of the longest line on restarts, usually cars on the lead lap. He loses his place where he came out of the pits from and his penalty is to go to the end of the line.

it is a penalty; if there is more cars on the inside line that is the longest line if there are more cars on the outside line that is the longest line.
