How old is said kitten? was he trained to use a tray and are you using the same kind of litter the breeder did? Or something different? Remember he's a baby not a full grown adult and all babies are the same whether human canine or feline!
The type of litter could be unfamiliar to him or uncomfortable, you don't use the wood pellets do you? A lot of kittens feel insecure on it. Though as with all things cat some love it! Also some of the larger gravel type litter can be, imagine standing on a pebble beach in your bare feet! Do you find it comfortable? Can he get into the tray easily? A shallow tray is the best for a young kitten, you can always use a deep one later!
If he is squatting long enough for you to reach the squirt bottle why aren't you picking him up immediately and taking him to the box? With a kitten all you are teaching him by spraying him is to stop what ever he's doing! As a kitten he can't hold it but he'll be too scared to go at all if you keep spraying him! If you don't show him where he'll find somewhere else and it will be out of your sight. Cats don't like an audience any more than we do! Bet you couldn't find the potty in time often enough but I'm sure your mum didn't startle you everytime you had an accident!
If it's only a kitten you need a bit of patience and understanding. You need to thoroughly clean the smallest stain with a deodorising product and as soon as the kitten wakes or eats take him to the tray in the same way you'd take a puppy out! He'll learn eventually but just now he needs a bit of human assistance.

Try switching litters, sometimes that could be the problem. Also rather thank just using a spray bottle to let him know that behavior is bad move him to his litter box so he knows that is the right place to go.
For addition help go to a local pet store (or store that sells pet supplies) and buy some 'piddle pads' they have a scent in them that makes animals want to go pee/poop on them, try placing it beneath a small layer of litter in the litter box and that will get them to go in the box even after you stop using the pads.
The pads have a plastic bottom and a cottony top so when they pee on them te liquid is trapped in, and they are completely disposable.

First, make sure the litter box is always kept clean. A cat does not like to use a dirty box. If you use clumping litter you should scoop at least twice a day. Next, try changing brands of litter. Most important, make sure your kitty is fixed!! This will solve a lot of problems.

You don't say how old your kitten is. It's possible that the sides of the litterpan that you're using are too HIGH for him to climb into easily. Change to a lower-sided pan (9x11 cake pan is good for awhile), til he gets used to going in it. Also, it could be that he doesn't like the feel of litter on his paws. I had a kitten that was that way, so I got her a smaller pan, and put pine pellets (get at pet store/can't remember name!), and she started using it, then. When she was about 6 months old, she started using the "regular" litterpan, that the rest of the cat's used, and I was able to get rid of the separate pan! She just didn't like the feel of the litter on her paws (she'd SHAKE her feet off, everytime I tried to put her in that pan, til I got the other stuff). So, hope one/both of these ideas are helpful to you, and you don't punish your can anymore for what he's been doing. Sometimes paws are sensitive, like if we had to walk on sharp rocks, barefooted. Have you tried different types of cat litter? He maybe allergic to or not like the kind that you use. It is very unusual for them to not use a litter box. Also consult your vet to make sure that he does not have a urinary tract infection.

Make sure you clean up all trace of the smell or this will entice him into going in the spot again. There are many enzyme-based cleaners available such as Kids N Pets that work very well although they requre time to work.
