Check out the Cannon Powershot SD Digital Elphs. They are different prices depending on number of megapixels and how new the model is. I love mine: it's a 200. It even has a zoom, and will also take short movies.

For low-light photography without using a flash you will need a camera that allows you to be in Manual Mode. You will be setting the aperture and shutter speed. You will also need a tripod and a cable release unless the camera you choose has a minimum shutter speed of 15 seconds.

Here are some examples of times you would use for photographing a city skyline in the distance:

ISO 100

f2.8 @ 4 seconds
f4 @ 8 seconds
f5.6 @ 15 seconds
f8 @ 30 seconds
f11 @ 60 seconds

ISO 200

f2.8 @ 2 seconds
f4 @ 4 seconds
f5.6 @ 8 seconds
f8 @ 15 seconds
f11 @ 30 seconds

As you can easily see night photography requires input from the photographer. No digital camera can escape the laws of light and exposure.
