try getting some old fashioned mouse traps. Set them and put a couple wherever your dog jumps up. just make sure that they are not big enough to do any damage, you only want to scare the dog so it won't counter surf anymore.

You have to train him from the time he is just a puppy. Dogs are generally easier to train than cats. Try a reward system. When he jumps on the counter, remove him and tell him, "No" in a loud voice. Keep doing this until he gets the message, and then give him a treat whenever he responds to your command. If all else fails, send him to obedience school.

my parents have raised great danes and rhodesian ridgebacks for about 10 years. they are both large dogs therefore we knew they were big enough to jump up on the counters. so everytime they would go smelling around the kitchen we would tell them to get out. and they would leave the kitchen. we also never gave them any food or treat other than on the kitchen floor where the dog bowls were. we've caught them a few times trying to see what was on the counters and all we had to say was bad boy/girl, get out! and they would leave the kitchen and lay down looking like their feelings were hurt. try giving them treats on the floor. so they know theirs no point of getting up there.

Fill a jar half-way with pennies. Anytime he jumps up, give it one hard shake and the noise will freak him out (humanly, of course). It should only take a week or so and he will stop. If he's doing it while you are out, set a trap that will make lots of noise when he jumps up. E.g. Create a pyramid out of old cans on the edge of the counter which will all come crashing down and scare him. Hope this helps!

Spray "Doggie No" on the edge. It's a pain. My dog does it too. Another discipline measure is to have a spray bottle of water and give the dog a spray in the face when misbehaving. It doesn't hurt the dog, but it's a nasty surprise that says NO!

"Cracking" a newspaper on your leg will scare him and is a good training tool rather than actually hitting the animal! Don't know why but they seem to be fearful and react to a newspaper! Scold him when you crack the paper and don't let up on him. Disgusting habit...dog on the counter!
