Not sure where these answers are coming from. Your permanent residency didn't expire, your green card did. Unless you stay outside of the US for over a year, or commit some heinous crime, permanent residency is just that, permanent. So, go renew your card and check to see if you're eligible for naturalization. If you are, then go for it, if you want to.

You have to renew your residency, as someone who isn't a permanent resident is barred from applying for citizenship.
Be aware you are considered to be in the US illegally now your green card has expired, and you may be deported and not allowed to re-enter the US for 10 years.
Call ICE or the INS and ask about this. You've really gotten yourself into a pickle with this one.

Simple answer is no you can't.

You must be a permanent resident to apply for citizenship and if you forgot to renew then you are not a permanent resident.

My goodness, how could you have forgotten something as important to you as that. You will have to try and renew your residency. If that is successful, then apply for citizenship.

You are now considered an illegal criminal alien and are subject to deportation at any time.
