all older, the state is Ohio, she left no will but a small home in which the older siblings live, the money in her purse is already gone and so are the credit cards. What should he do to protect his meager share?

It has always been my belief that when someone dies you should expect NOTHING. It wasn't yours to begin with. It's horrible when families get greedy after a death and sad when things dissolve into lawsuits. The siblings are in the wrong but all you can do is deal with it better than they are.
If the siblings have been living in the house and paying rent/mortgage, then by law they own a portion of that home. Notify the credit card companies immediately of her death! It is fraud for anyone to take those and use them after her passing. That becomes a liability of her estate and would make your bf's share even less.
He has the option of hiring an attorney but if the estate were that small it would probably eat up most of it in legal fees. Best of luck!

If there isn't a will, the state of Ohio gets everything.

The thing that would bother me are the credit cards. I would notify the company and inform them that the person is deceased and send them a copy of the death certificate.
If anyone uses the cards after his mother died, thats fraud.

who is the executor of the estate, and the estate attorney? Your bf's brother needs to contact the attorney, especially about the credit cards.

He should let the greedy siblings battle it out among themselves.

Get a lawyer, however, that'll probably eat up his share.
