There are a very few that have no spots or very faint "lemon" spots. There are even purebred long haired dals. These are rare exceptions and are in no way sutable for breeding but they are indeed interesting to look at. There are albino Dalmatians with red eyes that have no spots at all, but they are very rare just like all albino animals. There is also a type of Dalmatian that is called a lemon Dalmatian. Lemon Dalmatians have very pale spots and if you find a very light colored lemon Dalmatian it will look like it has no spots at all.

No, by about 1-2 years when they are done growing and changing their coats out, their spots are permanent. Some Dals are very lightly spotted (which I believe is actually preferable in the show ring, light even spotting) while some are quite heavily spotted and very dark looking.

A Dalmatian without spots is a Albino and is considered undesirable.

It is possible through genetic defects to get a dalmation without any spots. They are rare. You wouldn't want one, though, as they are usually blind and deaf from birth and usually don't live very long.
You could probably read about it on the AKC website where it talks about what to watch for in breeding.

A spotless Dal, if it existed, would almost certainly be blind and deaf, suffer from skin problems, and would not be able to register or show. They also do not appear in other 'patterns'. Solid white dogs, especially in breeds that are not MEANT to be solid white, tend to be very sickly and should never be bred intentionally.
