No...lack of interest yes. It may be in your best interest that there is no visitation. If you need the child support ( and most people do ) visit your local child support enforcement agency to see how to get it started.

Even though it truly is neglectful, it is not considered legal neglect. You can't make a man want to spend time with his child, but you can, and should, make him pay child support.

Legally no.
But its the way you say no attempt? how do you know hes not attempted to get in contact with his child.
And most people don't need child support unless they're stuck in a council house but want it for there own selfish needs because they just don't care that the money should go to the child.
Also have you put in for child benefits? if not then how has it not been payed because you didn't bother is why.

Morally it is neglectful, legally no it is not neglect. It is illegal not to pay his financial responsibility and you should file on him. He can be forced to pay or sit in jail but the system normally doesn't seek them out and do this on it's own. It takes a 'pushy' parent to keep the bureaucrats doing their jobs. You can not force him to have interest in his child's life but you can pressure those responsible for making him live up to his financial obligation.

I would say not legal neglect but they just cant be bothered! I would say its the absent parents loss at the end of the day! Get child support of the absent parent definatly! But visitation rights forget it!!

In some cases if there is confusion or mess with the mom then the farther will not want to go there to spend time with the child.

is it illegal to not pay child support? yes, it is illegal and needs to be reported...
is it called neglect? no - it is just called non payment of court ordered child support...
if no visitation has been attempted, its just called sad
