Maybe, maybe not. How much do you know about his personality? He could be incredibly shy, he could be perceiving conflicting signals from you, his life could be in a state of disarray (he likes you, but doesn't want to give a jacked up impression until he gets his act together)...any number of things could be the cause for a tentative approach towards a woman you'd otherwise like to be with.
