Clean config is the airplane is not in a landing configuration with landing gear down, flaps, spoilers, speed brakes, or any device that adds to the parasite drag on the aircraft.

...as above plus, on military a/c it means no pylons or weapon rails. These are usually standard fittings which can be adapted to take any weapon / store / pod. So they are an almost permanent feature. Because of that, many military A/c are not actually cleared to fly without them......flying "Clean Wing" in this circumstance requires a test plan and certification.

All doors, gear and flaps are up... this reduces the parasitic drag and makes the aircraft "clean"

Landing gear (if retractable), flaps, and speed brakes/spoilers (if aircraft is so equipped) all fully retracted.

Clean refers to the flaps and gear being up. Dirty means more drag, flaps and gear extended.
