Why is it desirable to store sand(use to make concrete) in a moist conditions?

It keeps a cloud of dust from rising up if the wind blows on it.

Because the cement mixture in concrete needs to hydrate completely to harden properly. If some of the moisture in the mix is wasted just wetting the sand, there's less left over to hydrate the cement. Some plants set up a water spray system to ensure that the materials in the mix won't soak up the water in the cement.

Moisture keeps the sand together. Of course theoretically, you would prefer it to be dry so that all water added to the mix would come from the plant rather than setting the moisture content in the beginning of the day for all the trucks used through out the day.
