Jefferson initiated the Louisiana Purchase to purposefully get New Orleans so that France and Spain would not have the ability to block American trader's access to the ports there. It also doubled the size of the US holdings at the time.

US was expanding at that time and will do anything to acquire lands even by purchasing New Orleans.
