Make crepes instead. It's basically a thin pancake, but it doesn't need baking powder.

4 eggs
1 1/3 cup milk
2 tbsp oil, or melted margarine
1 cup flour
1/2 tsp salt if desired.

Beat eggs slightly in medium bowl. And remaining ingredients and beat until smooth. Heat skillet to medium-high heat (375F). Pour about 3 tbsp of batter into lightly greased pan, tilting pan to spread evenly. When crepe is light brown and set, flip to brown other side.

You have to put a bit of butter or margarin in the pan for each crepe, just enough it doesn't stick.

Good luck.

Do you have baking soda?

Baking powder substitute

For each 1 teaspoon baking powder called for in a recipe, use:

1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar;

OR

1/4 teaspoon baking soda plus 1/2 cup buttermilk, sour cream or yogurt (to replace 1/2 cup liquid called for in recipe).
