Because there's too many bars.
And under 21 you can't drink alcohol in America, so they seize the opportunity.

That is the American culture to drink have fun and party. What many young people don't understand is alcohol has an affect on them that may make them act out. I did not know many Americans are visiting Rome. I am sure it happens in other countrys too. I am sure it is not just Americans doing this I am sure many other people from other countrys do this also.

I have been to ROME hundreds of times
Everyone from every country gets drunk..
